Desalination Feasibility Study and
Pilot Project

| Livingston Associates prepared a feasibility
study to use desalination for developing 13 MGD of new water supply. Study
components included ground water resources/quality evaluation, desalination
technology evaluation and pilot program, future well field and treatment
plant siting analysis and overall projected costs. Preliminary designs
for the treatment plant and brine disposal were also developed. |

White Cliffs MDWUA Reverse Osmosis
Water Treatment System

| New Mexico's first community reverse osmosis
water treatment system was designed by Livingston Associates. After several
years of looking for a solution to its water quality problems including
high TDS, fluoride and arsenic, White Cliffs MDWUA now enjoys clean drinking
water. Recovery of the system is 85% to 90%. |

American Samoa Reverse Osmosis Project

On
a fast-track schedule to provide drought relief for two small South Pacific
islands, Livingston Associates designed a reverse osmosis water treatment
system for each island. Both of them were designed as skid mounted systems
for rapid construction and deployment to the American Samoa Power Authority
in the U.S. Territory of American Samoa. |

| The American Samoa Power Authority of
the South Pacific island territory of American Samoa, selected Livingston
Associates to prepare designs for 1.0 MGD and 0.5 MGD surface water treatment
plants. Membrane filtration (microfiltration) was designed for the most
cost-effective treatment of the spring fed stream water. Plans, specifications
and construction contract administration were also part of the project. |

Water Filtration Plant

Associates designed a new 0.2 MGD surface water treatment plant for the
Town of Carrizozo, New Mexico. The plant utilizes an up-flow clarifier
and multi-media polishing filter. The system also removes iron and manganese
during the seasonal turnover of Bonito Lake. |
